Putin has driven initiatives such as the war in ukraine and changing pension programs that are cutting into his favorable publuc ratings. In addition, his war ambitions have put oligarchs in the cross-hairs of international sanctions. This puts pressure on putin's hold on power. However, those holding the levers of power have benefitted from his ambitions and so will be unlikely to push for his replacement until the pain becomes long term.
