Yes; it will at least be in a beta version and/or public opt-in state by this time. I feel this way mostly because of Elon Musk's involvement at Twitter - it seems this is a feature he would fully support due to wanting to ensure information that is published is accurate and can be verified.

While I think social media will do as much as possible to block this from coming to fruition, I think legislation will force the issue. Citizens have a right to know what information is real versus curated.
